Column- Awareness of Energy Storage Site Safety

According to the Green Energy Industry Innovation Promotion Plan proposed by the Executive Yuan, future development of Taiwan's green energy industry will focus on "energy conservation, energy creation, energy storage, and system integration," with the goal of transforming Taiwan into a clean, safe, and innovative energy nation.


In the field of energy storage and system integration, Billion Group has aligned with national policy since 2021. In January 2021, the Yilan Longde site officially joined the Taipower electricity trading platform, providing ongoing support to group companies and operators. Within the same year, the Yilan, Miaoli, and Taitung sites passed the Taipower capacity test, allowing them to participate in platform services.


With government policies and assistance from industry partners, Taiwan’s energy storage capacity continues to grow. However, a fire at the Longjing energy storage site in mid-2022 prompted a government review of energy storage safety and fire regulations. The government required existing sites to meet enhanced safety standards within six months of the regulatory announcement. For new or under-construction projects, verification of field safety is now mandatory before entering Taipower’s capacity test stage.


The IEC 62933 specifications evaluate various disaster prevention designs based on risk and hazard analysis, covering ESS design, factory shipment, transportation, on-site assembly, trial operation, maintenance, and decommissioning to ensure optimal safety. Additionally, detailed requirements for type tests and on-site tests ensure comprehensive safety from initial design to final assembly.


Issued by Bureau Veritas, a global leader in inspection, testing, and certification, the IEC/CNS 62933 voluntary test adheres to grid-connected energy storage safety standards. Bureau Veritas, founded in 1828 and headquartered in France, specializes in testing, inspection, and certification services worldwide.


On November 14, 2022, the Bureau of Standards and Inspection completed the regulations for CNS 62933-5-2, appointing third-party laboratories and corporate units to assist companies with on-site energy storage safety tests. Billion Group promptly conducted on-site safety certifications across completed construction sites, achieving approval at Yilan No. 3, Taitung No. 1, and Miaoli No. 1 by the end of 2022.



The on-site safety certification covers numerous safety and reliability tests, including PCS, energy storage battery cabinets, communications, low-voltage electrical conditions, fire prevention simulations, and communications abnormality checks. In addition to serial testing and battery pack configurations, Billion is well-versed in the mechanical and electrical requirements of each site, ensuring prompt and efficient safety certification for newly constructed fields in Taiwan.
